Econolite Systems, Inc. (ESI) was contracted by the California Department of Transportation (Caltrans) to provide emergency, scheduled, and preventive maintenance services of its Transportation Management Systems (TMS) elements and its communications infrastructure on an on-call basis as determined by Caltrans. ESI’s experienced field technicians are available 24 hours a day, seven days a week, including holidays, to provide emergency, scheduled, and preventive maintenance services. ESI is providing maintenance-related support and repairs for TMS elements and communication infrastructure such as Controlled Environment Vaults (CEVs), Hubs, mini-Hubs, and cabinets in various locations throughout the districts. These services include repair, testing, splicing, restoration, and recovery required to maintain the systems. All work performed is in accordance with Caltrans Standard Plans and Specifications.

ESI is also providing maintenance, repair, and troubleshooting of TMS element and terminal communications equipment. These tasks involve working on field elements and include Closed Circuit Television (CCTV) cameras, Changeable Message Signs (CMS), Ramp Metering Systems (RMS), Traffic Signals, Extinguishable Message Signs (EMS), Video Detection Systems (VDS), Highway Advisory Radio (HAR), and Road Weather Information Systems (RWIS). Testing of these elements includes remote and local functional tests. Repair and restoration include replacing modules, components, and controllers. Maintaining these elements includes preventative and software upgrades.

In addition, ESI is available to provide work on outside physical communications infrastructure such as fiber, copper, conduits, pull boxes, hub communication equipment, and cabinets. Open trenching is limited to uncovering damaged conduit and repairs and includes minor excavation and underground cabling work incidental to the repair. ESI is also performing as-needed Optical/ Time Domain Reflectometer (OTDR) testing that includes splice and span loss testing.
