Traffic Signal Control System Phases 1 and 2 Case Study

The traffic signal control system upgrade improved how the agency manages and coordinates intersections across its network. Because older timing plans could not adapt to real conditions, the city launched a two-phase modernization effort. As a result, signal timing became more responsive and reliable.

Project Overview

This traffic signal control system project was delivered in two phases. First, Phase 1 focused on upgrading core field equipment and communications. Then, Phase 2 expanded central software capabilities and refined timing strategies. Therefore, the agency improved operations while maintaining daily traffic flow.

Phase 1 – Infrastructure and Field Upgrades

Phase 1 replaced outdated hardware with modern traffic signal controllers. In addition, communications links were strengthened to support real-time data exchange. Because reliable data is critical, these upgrades created a strong base for the overall traffic signal control system.

Phase 2 – Centralized Management and Optimization

During Phase 2, the agency implemented the Centracs® Advanced Traffic Management System (ATMS). This platform provides centralized timing control, monitoring tools, and performance reporting. As a result, engineers can quickly adjust plans and respond to changing conditions across the traffic signal control system.

In addition, enhanced detection and analytics tools were added. Because better data supports better timing decisions, these tools help optimize performance and improve corridor coordination.
