Deploying advanced lidar traffic signal detection is a major step toward creating safer and more efficient roadways for all users. Specifically, this partnership with the Utah Department of Transportation (UDOT) highlights our leadership in delivering integrated smart city infrastructure and real-time data analytics.

Anaheim, CA, March 12, 2025—Econolite, part of Umovity and the leader in One-Stop-Shop traffic management solutions, today announced that it was awarded a contract by the Utah Department of Transportation (UDOT) to deploy intelligent lidar traffic signal detection systems. Econolite will use Ouster’s 3D digital lidar in combination with Ouster BlueCity, a turnkey traffic management platform. This system is designed for intelligent signal actuation and analytics to enhance traffic flow and safety at intersections throughout the state.

Superior Evaluation and Performance

As part of the project, a UDOT committee assessed several proposals. Based on a technical evaluation that included company experience and customer support, Econolite received the highest overall vendor score. Because our integrated solutions outperformed competitive systems, we were chosen to modernize Utah’s road infrastructure.

“We are pleased that UDOT chose us to deliver on this strategic project,” said Jim Madden, Econolite Vice President of U.S. Sales. Specifically, he noted that by leveraging lidar traffic signal detection alongside our Cobalt controllers powered by EOS, UDOT will gain real-time insights into multimodal road user behaviors.

multimodality and V2X Integration

Furthermore, the lidar traffic signal detection solution supports UDOT’s safety-related applications, such as Vulnerable Roadway User (VRU) detection. It also integrates with Vehicle-to-Everything (V2X) connected vehicle message protocols. Consequently, the solution provides reliable 3D detection and classification in adverse weather and lighting conditions.

Ouster BlueCity creates a real-time digital traffic twin of an intersection. Because it is non-invasive, it typically requires no road closures for installation or ongoing maintenance. Therefore, it is an ideal choice for high-volume corridors. Furthermore, the cloud-based dashboard makes data available 24/7.

National Model for Connectivity

The five-year contract follows the grant awarded to Utah to lead the Connected West Project. This program serves as a national model to accelerate the deployment of V2X technologies. By implementing lidar traffic signal detection, Utah is positioning itself at the forefront of transportation innovation. In conclusion, we are thrilled to partner with Ouster to deliver a solution that makes streets safer and more scalable for everyone.
