Cloud-Based Arterial Management (CBAM) Regional Platform for Treasure Coast

Florida Department of Transportation (FDOT) District 4 is located on the southeast coast of Florida and represents five counties (Broward, Indian River, Martin, Palm Beach, and St. Lucie). The region has approximately 3,615,600 residents and 6,000 highway lane miles where drivers travel more than 52 million miles daily.

In 2025, FDOT District 4 announced that it will launch a Cloud-Based Arterial Management (CBAM) program in the Treasure Coast Region to support local communities and Signal Maintaining Agencies (SMAs) of the Counties within its district. To fulfill the technical aspects of the CBAM program, FDOT District 4 sought a qualified partner for the procurement, integration, and deployment of an Advanced Transportation Management System (ATMS). This initial procurement is designed to establish the foundation for CBAM, with a core focus on deploying a turn-key regional ATMS platform, providing both cloud-based software and hybrid on-premises solutions with access for multiple users and SMAs.

In May 2025, FDOT District 4 awarded Econolite with the contract to deploy Centracs® Mobility as the initial CBAM platform that will be implemented in coordination with the four SMAs: Indian River County, Martin County, Saint Lucie County, and the City of Port Saint Lucie. Econolite will ensure the compatibility of Centracs Mobility with the SMA’s existing infrastructure, as well as with future planned and unplanned upgrades for the purpose of compatibility and continued maintenance. In addition, Econolite will ensure users are capable of real-time monitoring and cloud-based access to the regional traffic signal system across the four SMAs.

The Centracs Mobility Platform will initially include access to a minimum of 178 identified intersections and integrate with existing traffic controllers and signal systems. Econolite will also provide and deploy controllers, traffic cabinets, and video detection sensors at intersections that require upgrades to integrate and meet the District’s CBAM program specifications.
