As part of its Economic Development Action Plan and ongoing Capital Improvement Program, the City has prioritized infrastructure upgrades to support economic growth and improve roadway safety. In 2023, Upland was awarded a Highway Safety Improvement Program (HSIP) grant to modernize its traffic signal infrastructure. The project focuses on upgrading traffic and pedestrian signals at key intersections throughout the City. These enhancements are designed to improve visibility, reliability, and safety for all road users, with particular attention to Vulnerable Roadway Users (VRUs) such as pedestrians and cyclists. By investing in advanced signal technologies, the City is taking proactive steps to meet its infrastructure goals and create a safer, more efficient transportation network.

In 2025, the City awarded Econolite Systems, Inc. the contract to implement the Traffic Signal Modification Safety Project, aimed at enhancing intersection safety and visibility. Under this initiative, Econolite will upgrade traffic signals at 54 intersections, replacing existing 8-inch signal heads with more visible 12-inch signal heads. These upgrades will be complemented by the installation of high-visibility yellow retro-reflective backplates, designed to improve signal conspicuity in various lighting and weather conditions.

As part of the scope, Econolite will also replace outdated pedestrian signal heads with pedestrian countdown signals at designated locations, enhancing pedestrian safety and accessibility. The work includes:

• Removal of existing signal heads
• Installation of 12-inch signal heads with high-visibility retro-reflective backplates
• Replacement of non-countdown pedestrian heads with countdown pedestrian signals at select intersections
