Traffic Signal Safety Upgrades – City of Upland, CA
As part of its Economic Development Action Plan and Capital Improvement Program, the City of Upland, California has prioritized infrastructure upgrades. These upgrades are designed to support economic growth and, moreover, to improve roadway safety. In 2023, the City received a Highway Safety Improvement Program (HSIP) grant. Consequently, this funding enabled the City to modernize its traffic signal infrastructure.
As a result, the project focuses on upgrading traffic and pedestrian signals at key intersections across the City. In particular, these improvements aim to increase visibility, reliability, and safety for all road users. Additionally, the City pays special attention to Vulnerable Roadway Users (VRUs), such as pedestrians and cyclists. By investing in advanced signal technologies, the City is taking proactive steps to create a safer and more efficient transportation network.
Project Snapshot
| Agency | City of Upland, CA |
| Project Type | Traffic Signal Modification Safety Project |
| Scope | Signal head upgrades, pedestrian countdown signals, retro-reflective backplates |
| Key Technologies | 12-inch traffic signal heads, high-visibility backplates, pedestrian countdown signals, traffic signal controllers |
Key Project Outcomes
- Upgraded 54 intersections with larger, more visible 12-inch signal heads. Consequently, drivers can see signals more clearly and respond faster.
- Installed high-visibility yellow retro-reflective backplates. As a result, signal visibility improved under different lighting and weather conditions.
- Replaced outdated pedestrian signals with countdown pedestrian signals. In addition, pedestrians can now cross more safely and with confidence.
- Improved safety for motorists, pedestrians, and cyclists. Moreover, this aligns with the City’s broader infrastructure goals.
- Enhanced visibility and reliability across the City’s traffic network. Finally, these upgrades prepare the City for future traffic growth.
Signal upgrades in Upland help intersections be safer, easier to see, and more reliable for everyone on the road, especially VRUs.
Project Overview
In 2025, Econolite Systems, Inc. was awarded the contract to implement Upland’s Traffic Signal Modification Safety Project. Therefore, Econolite began upgrading traffic and pedestrian signals while adding retro-reflective backplates. By doing this, the City improves safety and visibility at important intersections.
Additionally, Econolite ensures that all work aligns with the City’s safety goals and project timeline. As a result, residents and road users benefit from a more dependable traffic network. Moreover, these improvements help reduce accidents and improve traffic flow.
Intersection and Signal Upgrades
The project includes the following steps:
- Removing old signal heads at selected intersections. Then, new components are prepared for installation.
- Installing 12-inch signal heads with bright yellow retro-reflective backplates. Consequently, drivers notice signals more quickly.
- Replacing non-countdown pedestrian heads with countdown pedestrian signals. In addition, pedestrians now have better timing information to cross safely.
Technology Used in This Project
- Traffic Signal Controllers – These allow for improved timing and coordination of signals across intersections.
- Traffic Cabinets & Battery Backup Systems – Additionally, these cabinets protect and power signal equipment.
- Traffic Signal & Pedestrian Signal Software – Moreover, the software allows real-time monitoring and adjustments.
- Advanced Detection & Pedestrian Systems – In particular, these sensors improve pedestrian and vehicle detection.
- Professional Services & Installation – Finally, Econolite ensures proper installation and maintenance.
Operational Benefits
These upgrades provide several important benefits:
- Better visibility and safety for drivers and pedestrians. Consequently, intersections are safer for all road users.
- More reliable traffic signal operation. Moreover, the City can respond faster to traffic changes.
- Improved pedestrian safety with countdown signals. In addition, pedestrians can plan crossings more effectively.
- Modernized intersections ready for future traffic growth. Finally, the City reduces the risk of accidents in busy areas.
- Efficient installation with minimal disruption to traffic. Furthermore, the City maintains normal operations during upgrades.
