City of Lake Forest - Traffic Signal System Upgrade Project

Citywide Traffic Signal System Upgrade Project, Furnish and Install New GPS EVP System

Jun 28, 2023 | ITS Installation

GPS EVP Traffic Signal Upgrade Case Study

The GPS EVP traffic signal upgrade project helped the City of Lake Forest, California enhance emergency vehicle preemption (EVP) and signal responsiveness across its roadway network. Because reliable emergency vehicle response is critical for safety, the agency needed an advanced GPS‑based EVP solution. Therefore, Econolite was contracted to furnish, install, test, and activate the system for multiple intersections throughout the city.

Project Scope and Objectives

This traffic signal upgrade included full coordination, materials, equipment, installation, and verification of a GPS‑enabled EVP system. The work involved new cabling with proper slack, communication connections, integration with field controllers, and full system testing to ensure accurate activation when vehicles with EVP signals approach. The goal was to improve signal operations while prioritizing emergency vehicles and reducing unnecessary delays.

To support this project, technicians worked closely with city engineers to integrate the EVP system components into existing signal infrastructure. Because installation and integration can impact communications and device performance, careful testing was performed to verify reliability before final activation.

Work Performed and Integration

Econolite’s team furnished and installed all equipment needed for the GPS EVP system upgrade. This included communication cables, field hardware attachments, GPS antennas, and controller interfaces. Installation also covered testing and verification of signal activation to confirm that emergency vehicle preemption occurred reliably.

By linking the GPS EVP system with modern traffic signal controllers and communications infrastructure, the city improved how signals respond to both regular traffic flows and emergency vehicle priorities. This integration also supports future enhancements like transit signal priority and centralized signal management.

Key Features and Benefits

  • Installation of a GPS‑enabled emergency vehicle preemption system
  • System testing and activation verification
  • Integration with field traffic signal controllers
  • Improved emergency response through priority signal activation
  • Support for additional signal operations like priority and adaptive control

Operational Results

  • Emergency vehicles receive priority signaling when approaching intersections
  • Reduced signal delay during emergency response events
  • More reliable signal operations across upgraded intersections
  • System now supports future enhancements and advanced ITS solutions
  • Greater traffic and public safety benefits for residents

This GPS EVP traffic signal upgrade project strengthened Lake Forest’s signal network and emergency response capabilities. The structured installation, integration, and testing ensured a reliable foundation for future signal enhancements and adaptive traffic management.
