Traffic Signal Video Detection Upgrades – City of Poway, CA
With the motto “The City in the Country,” the City of Poway, California is located in the rural northern region of San Diego County. Although it maintains a country lifestyle, Poway is less than a 30-minute drive from San Diego. The City has experienced steady population and commuter traffic growth over the years. To modernize its infrastructure and enhance resiliency, Poway adopted a Capital Improvement Program (CIP) to fund traffic network upgrades that improve safety and mobility for the community.
In 2025, the City’s Traffic Engineering Department identified the need to upgrade video detection systems at two high-volume intersections. Econolite was awarded the Traffic Signal Video Detection Upgrades contract in August 2025 to implement these improvements.
Project Snapshot
| Agency | City of Poway, CA |
| Project Type | Traffic Signal Video Detection Upgrades |
| Scope | Controller cabinet upgrades, video detection installation, EVP system deployment, battery backup installation |
| Key Technologies | Video detection systems, traffic signal controllers, battery backup systems, EVP systems, advanced vehicle detection loops |
Key Project Outcomes
- Upgraded video detection systems at high-volume intersections
- Improved traffic signal reliability and performance
- Enhanced emergency vehicle preemption (EVP) capabilities
- Increased safety for motorists, pedestrians, and cyclists
- Modernized intersection infrastructure for future growth
Upgraded traffic signals and video detection provide Poway with safer, more efficient intersections that support growing commuter traffic.
Project Overview
The project focused on two key intersections: Twin Peaks Road and Community Road, a busy commercial hub, and Pomerado Road and Meadowbrook Lane, part of historic US Highway 395 providing access to a middle school and ecological reserve. Econolite’s work ensures that each intersection benefits from advanced detection and modern signal infrastructure.
Intersection Improvements
- Twin Peaks Road and Community Road: Installation of new traffic signal controller cabinet equipment, pull boxes, battery backup system and side-mount cabinet, four new video detection systems, an EVP system for all approaches, one five-section signal head, and advanced vehicle detector loops.
- Pomerado Road and Meadowbrook Lane: Installation of new traffic signal controller cabinet equipment, battery backup system and side-mount cabinet, pull boxes, and three new video detection systems.
Technology Used in This Project
- Traffic Signal Controllers
- Traffic Cabinets & Battery Backup Systems
- Video Detection Systems
- Installation & Field Services
- EVP & Traffic Management Software
Operational Benefits
The upgrades enhance signal reliability, reduce downtime, and provide advanced detection capabilities for Poway’s busiest intersections. Emergency vehicles benefit from improved preemption response, while motorists and pedestrians experience safer, more efficient travel. The modernized infrastructure also supports the City’s long-term traffic management goals and future growth.
