Traffic Signal Controller & Communications Upgrade
The traffic signal controller and communications upgrade project helped the City of Poway, California modernize key intersection equipment and improve communications across its signal network. The City awarded Econolite Systems, Inc. (ESI) a contract to update traffic controllers and fiber connectivity citywide.
Because traffic volumes and commuter demand have grown, upgrading signal hardware and system communications became essential for better network management and safety. Therefore, this project replaced outdated controller equipment and improved connectivity to the City’s fiber optic communications network.
Traffic Signal Controller & Communications Upgrade Overview
Poway’s Traffic Engineering Department identified the need to enhance the reliability of its traffic signal network as part of a broader Capital Improvement Program (CIP). To support this goal, Econolite was selected to install modern traffic controllers and communications equipment at intersections throughout the City.
These upgrades ensure that signal systems can connect with Poway’s existing software platforms and support future technology additions. ESI also supplied equipment spares to help the City address ongoing growth needs.
Controller and Communications Upgrades
The project included the following key components:
- Installation of modern traffic signal controllers designed for enhanced operational performance
- Integration of fiber optic switches to provide robust communications connectivity
- Ensuring compatibility with existing traffic management systems
- Provision of spare equipment for maintenance and future growth
Modern traffic controllers, including ATC‑standard equipment such as those in the 2070 series, manage intersection timing and communicate with back‑end systems to support coordinated operation and diagnostics.

Upgraded controllers and communications systems help support more advanced traffic technologies. These include:
