Honolulu HI Traffic Communications Network Integration
Econolite was selected as the prime contractor by the Hawai‘i Department of Transportation (HDOT) to upgrade and modernize the Honolulu, HI traffic communications network. HDOT needed a more robust system for critical devices such as changeable message signs (CMS), CCTV cameras, traffic detection systems, and barrier gate monitoring, transmitting data reliably to the operations center.

The project focused on replacing outdated serial communication devices with modern Ethernet-based solutions. Econolite conducted fiber strand testing and repairs, executed a detailed migration plan, and integrated Ethernet devices into the field network to ensure traffic control systems remained operational throughout the process.

Econolite Systems was selected as the prime contractor based on the submitted proposal and staff experience. Hawaii DOT maintains hundreds of ITS devices across the islands. Due to obsolete communication devices, Hawaii DOT needed to upgrade the H-3 ITS communication system, which transmits CMS, CCTV, traffic detection, and barrier gate data to the traffic operations center through serial communication. The project included fiber testing, repairs, migration planning, serial device removal, Ethernet device installation, field device transition, and training.
Econolite submitted fiber testing results on 5 miles of multimode and single-mode fiber, documented the new system architecture, and proposed a new plan for redundancy using a hybrid of gigabit and 100 Mbps links. Econolite developed a step-by-step migration methodology to minimize disruptions, installed and integrated hardware and software including switches, terminal servers, and voice gateways, and worked alongside Hawaii DOT staff to ensure end devices were unaffected. Network monitoring software was installed to support ongoing maintenance, and over 100 traffic devices were successfully transitioned to Ethernet communication.
