ITS Upgrade and ATMS Integration
The ITS upgrade and ATMS integration project helps the City of Tacoma, Washington modernize its traffic signal operations. To accomplish this, Tacoma selected Econolite to deploy a centralized Advanced Traffic Management System (ATMS) and upgrade intersection infrastructure citywide. As a result, the city now benefits from increased efficiency, improved safety, and better operational visibility.

ITS Upgrade and ATMS Integration Overview
In 2024, Tacoma awarded Econolite a contract to modernize its ITS infrastructure. The plan included centralized ATMS software deployment and controller upgrades at approximately 100 intersections. Consequently, the initiative strengthens long-term traffic safety while improving roadway efficiency. Moreover, it supports the city’s future traffic management goals.
Centralized Traffic Management Deployment
The city deployed the Centracs® Advanced Traffic Management System (ATMS) to manage all signalized intersections from one interface. Therefore, traffic engineers can monitor traffic, adjust signal timings, and analyze performance data more efficiently. In addition, centralized management reduces response times to operational issues. Furthermore, it ensures smoother traffic flow along key corridors. As a result, Tacoma can better respond to changing traffic conditions.
Advanced Traffic Controller Upgrades
Traffic controllers were upgraded to Cobalt® Advanced Traffic Controllers (ATCs) with EOS software. These controllers provide faster processing, enhanced communications, and adaptive signal support. Consequently, intersection coordination improved significantly. Moreover, the city is now prepared for connected vehicle technologies. In addition, system reliability has increased across the network.
System Deployment and Integration
Econolite collaborated with Tacoma’s Traffic Engineering Department throughout the ITS deployment. Key tasks included:
- Installing centralized traffic management software
- Upgrading signal controllers at ~100 intersections
- Integrating controllers with the city communications network
- Configuring remote monitoring and diagnostics
- System testing and commissioning
Once deployed, engineers can access signal operations remotely. In addition, they can quickly identify issues and implement timing updates without visiting the TMC. Consequently, operational efficiency has improved while field visits are minimized. Moreover, overall response time for traffic incidents has decreased.
